SUMMARY

Working in partnership with Cymer’s Product Group and Functional leadership, provides leadership in the development and measurement of the company’s systemic approach to continuous improvement in personnel and product safety.

 

Initiates and oversees the development of a comprehensive Safety program.  In conjunction with the personnel and product safety staff and leadership, directs and coordinates safety improvement initiatives for the company. In collaboration with executive staff and program managers, participates in the development, monitoring, reporting, and improvement of activities related to product development and new product introduction. Fosters and maintains collaborative relationships with PDP steering committee, program managers, and operations managers related to Safety initiatives.

 

Initiates, oversees, and integrates a comprehensive personnel and product safety program as a component of the company’s Operations team to improve the safety of customers, visitors, and employees.  Recommends continuous improvement activities related to personnel and product safety.  In collaboration with Corporate Compliance, Risk Management, and Legal Affairs, oversees the investigation and reporting of events as required by external agencies and serves as a champion in Safety efforts related to personnel and product safety. Coordinates and oversees data collection and analysis, reporting, improvement activities, and follow-up related to personnel and product safety incidents.  Defines and coordinates the roles of safety personnel as necessary.  Fosters and maintains collaborative relationships with PDP steering committee, program managers, and operations managers related to personnel and product safety programs.

 

Reviews and evaluates services of the company that are affected by personnel and product safety/regulatory issues, identifies problems, makes recommendations for improvement, and monitors workflow to ensure that safety recommendations are implemented and the desired results are obtained. Proactively educates company’s leadership and employees regarding regulatory issues, new statutes and guidelines. Regularly communicates personnel and product safety activities to employees and engages personnel and product staff in improvement activities.  Serves as a resource within the company for personnel and product safety and regulatory issues and participates in activities related to certification.  Chairs the company Safety Councils and works with the councils to establish safety priorities.  Leads the development of company policies and procedures related to personnel and product safety and participates as a stakeholder in the crafting of company policies.

 

Ensures the development of Safety policies and secures companywide approval. Sets policy for safety organizational structure and collaborates in the approval of proposed structures. Develops long-range goals, annual objectives, and strategies for area(s) of responsibility.  Measures and reviews Safety performance.  Develops and seeks approval of Safety budget.  Manages budget performance.  Provides input into major capital expenses related to safety.

Monitors activities for and ensures compliance with laws, government regulations, customer requirements, and company policies.  As directed, implements external and internal audit recommendations.

 

DUTIES AND RESPONSIBILITIES

  • Directs the health and safety programs to ensure compliance with programs developed by the company to meet applicable regulations while reducing or eliminating injuries and illness.
  • In depth knowledge of OSHA 1910 (LOTO, HazCom, etc.) requirements and safety management systems as they apply to industrial equipment and factory (semiconductor fab) environment.
  • Administers loss prevention/risk management program including:
  • Risk Assessment/Management
  • OSHA Regulatory Compliance
  • Emergency Response Program
  • Laser Safety
  • Environmental Protection
  • Initiates and monitors sustainability and environmental compliance programs.
  • Coordinates preemptive loss control efforts with insurance carriers including fire prevention, ergonomics reviews and inspections.
  • Acts as primary interface with regulatory compliance visits.
  • Develops and presents OSHA mandated safety training.
  • Develops and implements Injury Illness Prevention Program (IIPP).
  • Performs other duties as assigned.

 

QUALIFICATIONS
  • Requires Bachelor's degree in engineering or technical discipline..  Master’s degree in engineering or technical equivalent degree preferred.
  • Ten to fifteen years of progressively more responsible experience in a technical product development environment, including experience in management of safety programs during new product development and experience working in performance improvement/safety management areas.
  • Analytical ability to conceptualize well in unstructured, dynamic, and/or multidisciplinary environments requiring analysis, foresight, intuition, and mature judgment as well as a thorough knowledge of fundamental doctrines, theories, principles, and practices of several disciplines to find solutions to unusual or unprecedented problems.
  • Communication and interpersonal skills for frequent contact with internal customers and external stakeholders of the company to persuade and negotiate in situations that are controversial and/or sensitive and result in authoritative decisions.  Ability to exercise almost complete discretion in how and what to communicate.
  • Project management skills, ability to define program project or process objective, identify stakeholders and their interests, plan steps, coordinate and allocate human, technological, and fiscal resources to accomplish goals and objectives in a resourceful and timely manner.
  • Excellent and proven leadership skills, including demonstrated willingness to pursue leadership roles with increasing levels of accountability; solid decision-making skills; coaching; teaching and the ability to inspire and motivate others to forge alliances and garner support. 
  • An in-depth knowledge of regulations and guidelines for governing areas of responsibility.
  • Required body of knowledge may be indicated by the following preferred credentials:
    • Professional Engineering License (PE, California)
    • Certified Safety Professional  (CSP)
    • Certified Laser Safety Officer(CLSO)
    • Certified Industrial Hygienist (CIH)
    • Professional certifications in Occupational Safety from an accredited institution.
  • Experience motivating, leading, and representing technical professionals. 
  • Direct experience performing safety analyses on hazardous equipment and environments (Risk Assessment, Hazard Analysis, FMEA, FMECA, etc.)
  • Specific knowledge of semiconductor industry standards & guidelines (SEMI and SEMATECH).
  • Experience in regulatory compliance standards development organizations and processes.
  • Experience with laboratory automation software tools (TILE or equivalent, Risk Assessment tools such as DesignSafe).
  • Experience with business automation software (Agile, ORACLE, etc.)
  • Excellent written and verbal communication skills.
  • Ability to use MS Word, Excel, PowerPoint, and electronic e-mail systems
